2014-2015 California Department of Fish and Wildlife Regulations for the Mattole (page 48):

Mattole River (Humboldt County) Also see Section 8.00 (a) Open Season and Special Regulations Daily Bag and Possession Limit
(A) Mattole River main stem from mouth to 200 yards upstream Closed to fishing all year  
(B) Mattole River mains stem from 200 yards upstream of mouth to confluence with Stansberry Creek Jan. 1 through Mar. 31. Only artificial lures with barbless hooks may be used. 2 hatchery trout or hatchery steelhead**4 hatchery trout or hatchery steelhead** in possession
(C) Mattole River main stem from confluence with Stansberry Creek to confluence with Honeydew Creek Jan 1. through Mar. 31 and Fourth Saturday in May through Aug. 31. Only artificial lures with barbless hooks may be used. 2 hatchery trout or hatchery steelhead**4 hatchery trout or hatchery steelhead** in possession
**Hatchery trout or steelhead in anadromous waters are those showing a healed adipose fin clip (adipose fin is absent). Unless otherwise provided, all other trout and steelhead must be immediately released. Wild trout or steelhead are those not showing a healed adipose fin clip (adipose fin is present).
Section 8.00 (a) Additional Low Flow Restrictions: October 1- January 31. Mattole River: The mainstem of the Mattole River from the mouth to Honeydew Creek. Minimum Flow: 320 cfs at the gauging station at Petrolia.
